The Liverpool City Region High-Density Demand (HDD) Project
This project, which is backed by a £9 million investment from the Department of Science, Innovation, and Technology (DSIT), is part of the Open Networks Ecosystem (ONE) initiative, designed to future-proof connectivity. Our role in this project is to demonstrate that OpenRAN and Telco Cloud technologies, combined with Cell-Stack’s orchestration, can address the unique challenges faced by large venues.
Our Solution: Cell-Stack in Action
In high-density environments like Liverpool’s Salt and Tar Festival, Cell-Stack played a crucial role in enabling Open RAN and Telco Cloud technologies to provide scalable, automated, and reliable connectivity solutions.

Key Outcomes
Automated Deployment: Cell-Stack reduced the 5G Network deployment time from days to minutes, enabling rapid network rollouts that can be adapted to any high-density environment. At events like the Salt and Tar Music Festival, Comic Con Liverpool, and Act1.5 Event, Cell-Stack ensured the cloud environment and the infrastructure were running seamlessly to support the 5G Network, providing reliable infrastructure even in the most demanding environments.
Scalable Infrastructure: Cell-Stack delivers a flexible, software-driven network that scales quickly based on demand. Whether expanding coverage to a new area of the venue or supporting a sudden surge in users, Cell-Stack’s automation ensures that the network can easily handle any increase in demand.
Multi-Tenant Network Support: Cell-Stack supports multi-tenancy, enabling venues to create isolated networks for different use cases such as broadcasting, ticketing, or sponsor engagement. This not only improves operational efficiency but also opens up new monetisation opportunities.
Seamless Migration to Cloud-native Networks: With Cell-Stack, we’ve demonstrated how easily a network can migrate from Physical Network Functions (PNF) to Cloud-native Network Functions (CNF). This agility reduces the complexity and downtime usually associated with upgrades, keeping the network running smoothly while enhancing functionality and performance.
Energy-Efficient Operations: By leveraging Telco Cloud and Open RAN technologies, Cell-Stack helps reduce energy consumption, contributing to more sustainable operations in high-density environments. This is crucial for venues looking to meet green energy goals while still providing high-quality connectivity.
Automation of Cloud Infra: We have automated the whole installation process of Kubernetes and OpenStack. Cell-Stack agents provision the Operating System and take care of the installation, configuration and customisation of the cloud platform, based on the definition and requirements of the CNF/VNF that will be deployed. Careful understanding of the network is required. Integration of single management over multiple clouds.
